两句都有问题。第一句应该是 sb is seen to do sth，它是see sb do sth（看见某人做了某事） 的被动语态。第二个应该是sb is seen doing sth , 它是 see sb doing （看见某人正在做某事）的被动语态。
没有第二种说法，to后面不会是ing
