根据全国英语专业四八级考试委员会官方网站“外教社四八级在线”的政策信息解读，英语专业等级证书丢失，学生首先要写一份丢失报告到学院盖章证明，丢失报告内容包括丢失时间、参加考试的时间、准考证号、证书编号等，如果这些信息个人没有备案，可以提供个人身份信息，要求学院确认，由学院登录出你的证书编号；然后再把由学院核准确认的报告交到学校教务处，教务处将开具证明，证明学生是否参加并通过了考试。证明等同于证书使用，也可以致电全国英语专业四八级考试委员会核实,不会影响你报考公务员。全国英语专业四八级考试办公室有规定，证书丢失只开具证明，不能补办。
