跟there 没有关系，只是跟there前面的动词用法有关系。
这里是简单的 expect sb. to do sth. 的变形。
expect there to be any life...
类似的还有很多，只要是有 v + sb + to + do 结构的动词，都可以用 v + there + to + do... （当然，是在意思通顺的前提下）

不要把there想复杂了，把它看成普通的sb 就行了。

你好。是expect决定的：expect (谓语)sb / there（宾语） to do（宾语补足语）.
相同的概念还有：
1 allow / want / wish / there TO DO
2 let there DO
3 enjoy / understand / appreciate / like / hate there DOING

因为是谓语从句，所以there be句型不能用there is any life down.
there to be是there be句型一个短语，而不是一个句子。

举个其他例子，he won the game 这是个句子
Nobody expected （him to win the game)

这里him to win the game就是个短语了

there be 表示“有”，“存在”。 用了to呢是因为前面有了谓语动词expected，后面的动词be只能变成非谓语了。
