Abstract: The development of the the community library is long being in a stage of stagnation. This is closly related to the lacking of funds, low efficiency of the supply of public goods which is caused by single administrative supplying policy. In order to find a solution, we need to get support from the legislation, at the same time, cooperate actively with the public library, the private publishing house and some other cultural organizations. And thus realize sharing by the way of flexiable management mode.The article discusses the relavent policies combining with the investigation of some of the community libraries of Handan.

Analysis based on cooperative building and sharing of community library development
Community library development has been stagnated for a long time. It is directly related to fund-lack and low efficiency due to single-track administrative supply of public products. The situation can be improved through legislative support, initiative cooperation with public libraries and private publishing house and other cultural institutions to build jointly. And resource-pooling would be realized through flexible management pattern. This paper makes a research into Community Library Strategy with reference to Community Library Survey in Handan.
